I suspect that power as a function of base damage is off.

Maybe; ive browsed through some more randart sets, and there was a 1d9 quarterstaff with everything and their dog on it valued > 900. Fire immunity, telepathy, +2 blows, all great but its just another stat stick for a mage.

Never mind Morgoth. That will go through Ancalagon like a buzz saw. It makes killing GWoAnnihilation feasible, never mind patsies like GWoLaw. And Sky Dragons.
