Aggravate wakes up all monsters in a 200' radius, not just in LOS. Shriek is even worse: it's a 400' radius, and LOS monsters are basted as well.

Taratol also has electricity immunity, which can be very valuable as a swap. Pazuzu in particular becomes a trivial target. But also blue dragon pits are easy, with no risk to wands or rods.

That is seriously unbalanced, unless you are recreating autoscum, where the level feeling is a combination of monster and object importance. Even then, it was unbalanced, but not as badly.

It was the damage that was a problem. Only 4 blows, and no slays, just a single brand. And base damage scaled for attacking the player, not attacking monsters with thousands of HP.
