I would add that afaik, more speed is always useful, especially against some of the nastier residents of the dungeon. Being able to teleport, even randomly, has saved my ass more times than I can...

This might be too powerful unless they also attack and destroy treasure indiscriminately. There are a lot of insanely powerful monsters, imagine doing such a thing to a dracolich or something similar.
