Angband uses the WELL1024a RNG. It is generally considered a pretty decent non-secure PRNG based on what I've read online, though admittedly I'm barely even an amateur when it comes to RNGs.

The Windows frontend really very rarely needs any changes, it's pretty much been the same for at least 15 years. I'd advise keeping it rather than making people play a much less functional curses...

If this is in particular on the Windows port, it's I think a quirk that Windows Vista introduced. The way round it is to use different font handling libraries in the frontend.

As far as I know no-one's used the Windows Linux Subsystem before to compile Angband. There is already a cross-complation makefile - Makefile.win with CROSS=yes. You need mingw tools though.

Yeah, look at (I think) load1.c in 2.9.3. It might be load2. Anyway, one of them is for 'modern' savefiles and the other attempts to import ancient ones.
