It's going to be hard to come even remotely close to the LoTR trilogy, but I wouldn't outright dismiss it juuuust yet.

Maybe it could end up occupying a space between LoTR and The Hobbit, even?

I see. I'd bet that JSON serialization + e.g. zstd compression should do the trick nicely. (Circular references in data structures can be tricky tho, but I'm guessing there's some way to handle that.)

I think ToME 2.x had an interesting approach here where you could supply command line arguments to (re-)generate some(!) of the documentation, but it was never really carried to the proper end state....

I'm sure a motivated person could cherry-pick a few later commits which fixed...

This is exactly why Angband should just bite the bullet and move to CMake. It'll happily generate solution files, etc. I've offered to help before, but it fell on deaf ears :(
