And I remember a similar but that I reported and Nick fixed sometime ago, that torched of brightness weren't appearing. If I recall, it was a similar one integer off bug.

I've always considered it a bug. Tulkas, Barahir rings (maybe the Elven rings too, if I remember correctly), and the amulets Carlamas and the Necklace of the Dwarves, have this problem.
