I think the chance should go (slowly) up with money: the more you give, the more the shopkeeper does his best to find the item you want. Are you desperate enough to give him tons of money...

Interesting...the rod of recall isn't in object.txt, so it shouldn't even be in the game, whereas the rod of detect monster is.
Probably there is a typo in the object management code, so...
