Apparently /sdcard is the official public directory, whether or not you have a card installed. (I don't, currently.)
Surely there is documentation for this somewhere, but it is hidden amongst all the other junk about using directories. Rather embarrassing problem.
And no, /device storage/Dowloads doesnt work. (Save fails.)
