The only possible reason would be because the ideas are incredibly well thought out and convincing and inspiring. That is why there are Tolkien-inspired roguelikes although he didn't code.
To OP: If you want others to code the game you want, you should as a matter of courtesy at least provide well developed and structured basics - not a laundry list of game features. This includes (1) game content, (2) ruleset / game mechanics (tons of decisions to make here), (3) world building.
