Thats because low egos get cut off at low depth where MoDs appear. MoDs with other low egos are also rare: branded, Westernesse, slay X etc. And not only MoDs, all weapons in deep vaults will be *slay* evil at the very least, or holy Avenger/Gondolin/extra attacks. You might find basic ones though, unenchanted or magic. The distribution is...weird.
