FA Inventory Question

Coming from Vanilla, I'm really enjoying FA as a nice change. However, one issue is bugging me -- the way the inventory handles wands and staves.

Wands of the same type, whether ID'd or not, stack. Staves, however, never stack, even if both are identified and their charges are known. Is this the intended behavior? It's a bit annoying to lose an inventory slot this way.

Staves only stacks if they have equal number of charges.

This is true, but I'm wondering why they couldn't stack and have a combined total of charges?

If there's a specific reason why not, that's fine too.

This was intended behaviour in O, and I have not changed it. The idea is that staves are bulky, and so behave differently to wands and rods. I have no plans to change it - I think the balance works OK as is - but who knows, I may change my mind at some point.
