Is this a bug or by design?

I just found weapon of *slay orc* in 4.1.2 and it gave me telepathy.

Looking at ego-item.txt it has RAND_RES_POWER and item like lothlorien has RAND_POWER. I guess RAND_RES_POWER should give random resistance/protection and not random ability?

How does that work? I was pretty sure it was a bug because I have seen (now) only two *slay* -items with abilities, and dozens of items with one of the basic four resist. There are more abilities than there are basic resists, so it should not be that much in favor of resists if the chance is flat.

RAND_RES_POWER has 1 chance in 3 of giving an ability and 2 chances in 3 of giving a base resistance.

Not as big difference as I expected, but I guess RNG just didn't like to give me any abilities after giving ESP. :-) It was nice for her to give the best one as first.
