Question about scrolls effect duration

I was wondering if the effects of the following items are permanent or temporary?

scroll of Enchant Weapon To-Hit
scroll of Enchant Weapon To-Dam
scroll of Enchant Armour

Thanks for anyone's answer.

I'm new to the forums by the way, I just started playing again and haven't really played since before development was taken over here.

I really like the things that are happening here.
