What is "extra moves +1"? Is it the same as +10 speed?

Sort of, but better. It stacks with speed. But... only applies to walking and running.

It is not the same as +10 speed at all. It cuts movement time in half, just as +10 shooting speed cuts shooting time in half. And it is equally valuable.

in PWMA `MOVES` (extra moves) property got the same segmentation as SPEED. Which make is easier to comprehend and also gives more precise possibilities for balancing.
So IMHO in V it should be not +1, but +10 too.. as it works the same as +10 speed, but affects only movement
