All hail Gwarl, new competition overlord

Hi,

Something like 4 years ago, I volunteered (or was voluntold, I don't remember) to take the competitions over from Nick so that he could focus on his new job as Vanilla maintainer. I've basically run out of weird Japanese things to throw at you all at this point, so I've decided to quit while I'm ahead.

As we've likely all seen already, we have someone taking over who is obviously going to do a much better job than either of Nick or I ever did. Since doing awesome things like creating angband.live always makes you a target for inheriting even more work, Gwarl is going to be running the competitions from now on. I'm personally excited to see how having a centralized server is going to evolve how we run these.

Many thanks to Gwarl for agreeing to be the new competition-runner! I'm looking forward to the next comp
