Then of course there's the issue that Morgoth should just wait at the bottom on the stairs on level 1 and whack new adventurers as they appear rather than letting them level up and find nice gear. Somehow I doubt that would be a popular form of realism.

Yeah, there's that. Well, maybe not Morgoth himself, but at least a bunch of gatekeeper balrogs.
