You mean the internal cap? Otherwise it makes no difference since neither of them has any effect above 18/200 as I know (HP and blows max there).

I guess what I mean is the starting race base of the stat. So for example, Half Trolls are hard to max out their dexterity because they have a -4 Race penalty. Consuming the super rare thing I'm suggesting would increase this base to -3 (and maybe cap out at 0).

The armoury just had a Pair of Iron Shod Boots of Elvenkind [4,+4] <+1, +9>

+1 stealth, +9 speed

Wow. Fortunately I have plenty of gold to buy them.

this current 13levelskip game--recent purchases include:
wand of TO (~15,000) just purchased
?*enchant weapon* 1500 just purchased (I have an artifact launcher x5 (+20, +7)
and a rapier of slay evil (+7, +8))
Last visit to town I bought a ?mass banishment (9000) which I used on a very crummy small vault.
