streq implementation oddity?

So what is going on with streq in z-util.h and z-util.c?
First z-util.h defines a streq macro, then z-util.c undefs streq and have a streq function.
Why?

Why?
One assumes this is an accident. git blame tells me that those lines were last edited by takkaria in 2007 (except for a recent change to const).
