I like this idea. Don't range weapons in general need to be toned down anyway? Wouldn't this be a decent way to do it?

(I may do it in DaJAngband if I don't find a good reason not to in the meantime)

Removing enchantments from ammo should do the trick - weakening down archery and the stacking problem. But keep ammo egos.
If you can convincingly pretend you're crazy, you probably are.
