Targeting spell when out of SP
Currently, game checks are as follows:
- target monster - check for mana: if not enough, attempt to cast with penalty Declining the risky casting still calls useless targeting. Why not change the checks: - check for mana: if not enough, target monster and attempt to cast with penalty
