Dunadan Warrior found this on DL10 (3-9). Haven't worn it yet, but how can I not! Changes the flavor of this game a bit. Only the 2nd time I've ever found it.

It was literally the first ring I found...

Certainly a crazy find, but which version are you playing ? In more recent versions it has a minimum level of 100.

Can someone knowledgeable elaborate what exactly "min level" and "max level" for artifacts mean ?

If player depth is less than "min level", an artifact must pass a 1 in twice-the-difference roll (after the usual tests) to be generated. If player depth is greater than "max level", it won't be generated.
