Z+Angband export(decode) .raw files?

I seem to recall there was a debug command to convert the .raw files into .txt. If I'm not imagining that, what is it?

You're imagining it. The .raw files are created from .txt templates, not the other way around.

You can find the .txt files in lib/edit.

Then I am imagining it too. At least, I have seen something to this effect in the code of some variant (probably FA or O, I suppose), but have never taken much notice. I'll have to check.
