Why isn't he evil? My +9 slay evil main gauche barely scratches him.

Because it's only +9 against OGRES...

Brands and slays only effect the base damage (for melee weapons) so even if he were evil your main gauche would only do, on average, an extra 3 points of damage per attack. With launchers and ammo brands and slays multiply the damage AFTER bonus and so are actually important and useful.

Brands and slays are important, just not on an ordinary main gauche. Even the 'Thancs do an extra 10 damage, and later in the game, some weapons do more than 30. (Or even 64, with the Glaive of Pain and a Ring of Acid.)
