Game crash - 3.1.2 Win 7 64 bit

I am experiencing a game crash. This crash is repeatable, and happens every time.

Crash description - When I adjust the base delay factor, and than fire a missle, the game hangs. The game will not hang untill you fire the missle.

Current solution - Play the game using a base delay factor of 0.

I am running Windows 7 64 bit. I tried the various compatibility modes. They did not help. I was not surprised

Making a large change in the delay factor can cause it to take a very long time to do things, like move or fire. The game will appear to hang even though things are still happening, just very slowly.

Umm... I thought the base delay factor was measured in miliseconds?

You set the base delay between 0 and 255, but setting it to 255 means 65,000 milliseconds, or over one minute. I have no idea why the game lets you set a delay factor so high. Base delay 32 is about one second (1024 ms).
