Actually, it's an interesting question whether it is better for a character with no launcher to throw oil and bad potions (in V, thrown potions of sleep, poison, etc. don't inflict the status effects but do cause nontrivial damage) or unenchanted arrows/bolts/shots. Assuming the former, the current behavior of the throw command defaulting to selection from quiver rather than inventory is an undesirable feature that should be changed.
