But how come when I'm clawing and biting in fox mode I am apparently doing the same amount of damage as if I was in normal mode? Shouldn't I not be able to use my weapon when in fox mode? It says I'm clawing and biting but I'm definitely doing damage equal to that of my weapon.

Also, it doesn't seem right that while I'm in fox mode I can pick up whip, but I cannot drop the whip I just picked up. I should be able to, no?

It's magic, dude. Magic doesn't always make sense. That's one of the advantages of fantasy vs Sci-fi. Things can be a bit more wondrous.

Regardless, as part of the flavor it does say your gear molds into your fox body. Maybe imagine this increasing the fox's body mass to much larger than a normal fox should be. So the weight of the sword in your body gives you 3 lbs of extra force in those bites and swipes.

My Druid is carrying a +12 ice dagger. I imagine when in fox form my teeth and claws glow blue and become icicles.

Nice. I will do the same with my current Maul of Frost. Maybe in future updates it will say that!
