Living might not be the best term. Their sorcery might be linked to Sauron's power. I read this from a wiki page, so I'm not confident of any of it.

Not in Tolkien's world, just in Angband. Nazguls were just human kings corrupted by Sauron when they got their ring of power, which turned them into spectres.

In PWMAngband, you get a random artifact ring when killing a Nazgul, just like TomE. But they are quite good, their only drawback is having the aggravate flag.
