These boots grant +1 extra moves... what does this mean exactly? Does it relate to move speed? Attacks? Both?

It's the same as speed but only affects movement, not attacks so you move at 110% speed but still attack at 100% speed.

My character through previous equipment was Fast (+8) and upon wearing the boots that stat didn't change so I was confused. I guess the fast stat affects attacks and movement but this doesn't change that stat because it only affects movement. Thank for clarification!

Seems like some clarification might be in order? Explaining movement speed in Vanilla Angband is tricky. My understanding of how movement speed works in Vanilla Angband is as follows. Please correct me if I'm wrong.
Movement speed is kind of its own thing. If you have +0 speed (effective speed is 1.0) and you have +1 moves you basically move at 200% speed but still attack at 100% speed. It is not like shooting speed which works at 10% increments. It is also not really like "normal" speed. Speed, like when you wear a ring of speed +10, starts to asymptotically lose affect at some point. Morgoth has +30 speed but has an effective speed of 3.8 . This gets worse the higher in speed you go. I think the highest effective speed I've ever had was 4.3 . Movement speed does not work like this. If you and Morgoth are both at effective speed of 3.8, and you have artifacts and spells that give you +5 moves you will kick his ass in a foot race. You will move squares 5 times faster than he will. And this effect will not diminish if you get +10 steps (unlikely, but to make a point), you will get to move position 10 times per one of his moves. |

I think I understand. Thank you for your insight! I've been playing this game a long time. But I first learned as a child and never formally talked about it with anyone, just taught myself. So as familiar as Angband is to me I feel like an uneducated person when playing sometimes lol
