I grabbed that picture 8 years ago (looking at file property on the "original" JPEG before resizing) from the old Angband site Thangorodrim IIRC, so I guess Thangorodrim got it from the ADOM community

Staves are replacable at shops./ by scumming, yes, but by the time you meat anything that has drain & Fire attack, the only staves one can need i can think of are speed and teleportation. +Destruction.
Odly enough, mister Moria was kind enough not to breathe (normal though, after i got my staves of speed drained (20 charges

It is removed from the level. Not killed, just removed. Actually same happens to all other monsters and items too except artifacts. Just plain "it's gone" happens.

There's no death condition for reducing a stat all the way down, if that's what you're wondering. However, usually it's a bad idea to run around with crazy-low stats (except for Charisma, naturally). Crap INT means you can't activate magical items, crap WIS means you have a lousy saving throw, crap DEX means you can't hit anything and will have a reduced AC; CON and STR should be obvious.
