Whenever an artifact says "it might have hidden powers", you can read a scroll of *Identify* to find out more about the item. Non-artifacts can also have hidden powers; sometimes it's worth knowing what the hidden power is and sometimes it isn't.

Elvenkinds are often worth *ID* because they have a high resist. Bows of Lothlorien and ego crowns can sometimes have telepathy so you may want to *ID* them. Blessed or Defender weapons are not worth *ID*.

Scrolls of *ID* are sometimes in the Black Market; otherwise, you can find them in the dungeon.
