I think you have to find (most of the) the regular ones first. Yeeserk III found some as well but seems to miss Nenya (and the One), so maybe the game rolls "Ring -> Artifact" and then if it fails all the rarity checks of the remaining ones, creates a randart one or something. I never found one early and the I did found all suck o_0
