I can transport back to town (Rivendell) fine, but then when I cast it again from there it just sends me to another place on the same map. I assume I'm missing something simple here. Note that I do take off the boots of stability when I've been trying.

My other question is dealing with Smeagol. He's sure been a pain whenever I try to engage him. Don't think I've even landed a hit yet. Any suggestions?

WOR only works in the same wilderness location, so that you can have as many different recall points as there are map locations with dungeons below them. Obviously, there is no dungeon below Rivendell.

About Smeagol, try using an attack that never misses. Especially one that would disable him. Evasive monsters lose (part) of their evasivness when magically affected in various ways.
