One big change in 1.3 is that it halves voice cost for horns, and 5 bonus to rolls makes horns and staves (slumber, majesty, horn of terror) forces to reckon with at low cost. Especially when I don't need the brawler-abilties from the will tree, I think it is worth it.

It also helps identifying staves, which is somewhat important if you don't take loremaster.
